Terry Kilgore
A life-long native of Scott County, Virginia, Terry Kilgore graduated from Clinch Valley College—now known as UVA-Wise—in 1983 with a Bachelor of Arts in Economics. He later earned his law degree from The William & Mary Marshall Wythe School of Law in 1986. His legal career includes serving as the elected Commonwealth’s Attorney for Scott County from 1988 to 1994, after which he established the Kilgore Law Office in 1994, and still presently practices.
Terry is currently serving his 16th term as Delegate for Virginia's 45th Legislative District, which includes Lee, Scott, Wise, the City of Norton and part of Dickenson County. In this capacity, he serves on three standing committees: Courts of Justice, Commerce & Energy, and Rules. Terry is the second highest ranking member in the Virginia House of Delegates.

Terry serves on various boards and organizations in the Commonwealth, such as the Tobacco Region Revitalization Commission, GO Virginia, the Coal and Energy Commission, and the Southwest Virginia Health Authority. He also serves on the Appalachian Region Interstate Compact Commission, Southwest Virginia Higher Education Center, and the Southwest Virginia Public Education Consortium.
Throughout his time as Delegate, he has placed a strong emphasis on bringing jobs to Southwest Virginia, improving education, fostering economic development, and promoting recreational venues, travel, and tourism in the region.
In addition to his political career, Terry has taught numerous Continuing Legal Education (CLE) courses, particularly on legislative updates from the Virginia General Assembly. His primary areas of legal expertise are criminal and civil litigation, where he has handled complex cases and numerous jury trials in both federal and state courts. Terry continues to play a pivotal role in both his legal practice and civic duties, making significant contributions to the community and the state.
Terry and his wife, Debbie, reside in Gate City, Virginia in Scott County. They have two grown children, Kayla and Kyle; and are the proud grandparents of Nola and Kylie Kilgore.
